Speeds measured with Qualys AttackScan in July 2018;

Nowadays, speed isn't that much of an issue; you'll easily get 10 Mbps on a good connection, and if you watch video over a slow connection, you won't notice a big difference.
However, if you're only looking for speed on HTTP downloads, and you know that you won't be downloading lots of stuff simultaneously, I would suggest switching to another solution. I don't like to recommend closed-source software, but if you're willing to do that, I can highly recommend filezilla or sftp on linux.
Windows has many options, but none that I'm aware of beats it (for free).
I also recommend installing MinGW or Cygwin on Linux, since that will allow you to use the console of Windows to manage the stuff you're downloading, and it will work perfectly with Windows binaries (most of them, at least).

Most downloads can be accomplished without too much problem from the command line. I would recommend the Perl::LWP and LWP::Simple libraries. For example, here is a script that just grabs a file from YIFY.ME and saves it to disk.
use strict;
use warnings;
use autodie;
use LWP::Simple;
my $url = '';
my $content = get($url);
my $filename = 'file.mp4 ac619d1d87
